In this submission to the Energy and Climate Change Ministerial Council’s BECE consultation, SACOSS urges systemic reform of Australia’s energy laws to prioritise equity, not just efficiency. The submission highlights the structural inequities in the energy system—such as regressive pricing, mandatory time-of-use tariffs, and inaccessible technology—and argues that current market designs entrench energy poverty. SACOSS advocates for enforceable consumer protections, fairer cost recovery, and the inclusion of social equity and harm minimisation in national energy objectives, so no household is left behind in the energy transition.
