SACOSS acknowledges there is much in the Bill that indicates positive progress, but our submission highlights specific provisions which require urgent attention if South Australia is to improve the year-on-year increase in child protection notifications and the number of children in out-of-home-care, with the attendant increase in state budget allocations directed towards these tertiary responses and away from prevention and early intervention. In particular, we recommend that the principle of the best interests of the child must be re-instated as the paramount principle and consideration in decision-making, while simultaneously incorporating the need to ensure safety and protection from harm.
