This joint submission to Treasury’s consultation on streamlining and modernising the National Construction Code (NCC) supports reforms that improve clarity, productivity and consistency, while strengthening long‑term social, environmental and economic outcomes. It highlights the critical role of the NCC in addressing cost‑of‑living pressures, reducing emissions, improving climate resilience, and tackling inequality through higher minimum standards for energy efficiency, resilience and accessibility. The submission calls for regular and timely NCC updates, adequate resourcing of the ABCB, modernised regulatory impact analysis, and national consistency to ensure homes and buildings are safe, affordable, future‑ready and fit for Australia’s changing climate.
