In this submission, we broadly endorse the Australian Energy Regulator’s Draft Determination on Australian Gas Networks’s 2026–31 Access Arrangement, finding it a significant improvement for households facing cost-of-living pressures. SACOSS supports the rejection of excessive capital and operating expenditure, accelerated depreciation, and declining block tariffs, and raises strong concerns about renewable gas assumptions and high gas abolishment charges. Drawing on independent modelling, the submission highlights that accelerated depreciation would increase bills while doing little to reduce asset-stranding risk, and stresses the need for fairer policy settings to support affordability and an orderly transition away from gas
