The number of children under the age of 14 years who are involved in re-offending and are ranked in the top 20 instances of multiple charges over the past five years, amounts to two 12-year-olds and twelve 13-year-olds. Given the small size of this cohort and that these young people are known to the child protection and/or youth justice services, it would not be difficult to identify and engage with them in a more effective way through diversionary programs and intensive therapeutic support services.
